Antigua and Barbuda National Accreditation Board

Brief History

On 26th June 2006, an Act was passed in the Parliament of Antigua and Barbuda to provide for the Antigua and Barbuda National Accreditation Board, thereby vesting in that Board the power to accredit post secondary institutions and programmes of study in the country and elsewhere. This was published in the Official Gazette Vol. XXV1, No 37 dated 6th July, 2006.

The Chairman of the Board and six (6) Directors were appointed on 17th July, 2007. The ABNAB is managed by the Executive Director, Mr. Glenford E. Joseph, who was appointed in November 2008. Being responsible for a new and emerging agency, the ABNAB Board of Directors has been faced with non compliance of some tertiary institutions. In an effort to resolve this issue an amendment to the Accreditation Act was passed in 2010 which strengthens the compliance clause and allows the Board to enforce penalties for any breach.

New Quarters

On February 15, 2012, the ABNAB moved out of office space in the Ministry of Education, Sports, Youth and Gender Affairs’ headquarters and into its own offices on Prime Minister’s Drive. The ABNAB had operated from the Ministry of Education for two years and three months and benefitted tremendously, in terms of use of equipment.

The opening ceremony of the new premises was attended by Minister of Education, Sports, Youth and Gender Affairs, Dr. Jacqui Quinn-Leandro; Director of Education and Chairman of ABNAB’s Board, Mrs. Jacintha Pringle; Dr. Ethley London, former Executive Director, UCJ; along with our Board members and stakeholders.

With the move to its own offices, an Accreditation Officer ( Mrs. Yolanda Goodwin) was employed to join the Executive Director as the ABNAB’s second staff member.

Training

In our effort to build this agency’s capacity to take up its mandate, the ABNAB hosted a one-day Stakeholder Sensitization Seminar, facilitated by Dr. Ruby Alleyne of the University of Trinidad and Tobago. The ABNAB is pleased to have been able to access training for Peer Reviewers in a three-day workshop that followed the Stakeholder Sensitization Seminar. We were able to realize this training through the kind offices of Mr. Melbour Phillip, Coordinator at TASU.

The Executive Director benefitted from an Attachment to the Accreditation Council of Trinidad and Tobago. The Antigua and Barbuda Accreditation Board gained added capacity as a result. As such, thanks is extended to Melbour Phillip of TASU, Michael Bradshaw, Executive Director at ACTT, Dr. Ronald Brunton, Curtis Floyd, Lesley-Ann Braithwaite, Yasmin Mohammed, and several other staff members who graciously provided insights of ACTT’s service to quality assurance in tertiary education.

Registration and Accreditation

The ABNAB has registered four of seven tertiary institutions within its jurisdiction. One other institution’s initial one-year registration has expired while the remaining others have begun the application process.

The ABNAB has submitted to the United States Department of Education an application for a Comparability Determination in respect of CAAM-HP, in order to engage the services of that agency to effect peer review of institutions providing training in the health professions in Antigua and Barbuda. However, the USDE has intimated that it sees CAAM-HP as a regional accrediting agency rather than a national agency, with which it would prefer to treat. We have informed CAAM-HP of the USDE’s stance.
